Dr. Harvey was born and raised in Windsor. He graduated from the University of Windsor in 1997 with his Honours Bachelor of Science Degree. He then attended the University of Western Ontario Schulich School of Medicine and Dentistry, graduating in 2001 with the degree of Doctor of Dental Surgery.
